Looking for a Bible app that I can highlight and annotate. Free would be great but I don't mind spending a little money on it.

I have used Mantis for a couple of years. You can highlight, create notes linked to individual verses, or create free standing notes. There is a free version with limited resources. There are a lot of translations and study tools that can be purchased.
 
I believe this does everything you need. Syncs up with your YouVersion account if you have one; some very neat features including bookmarks, annotations, and highlighting if I recall correctly.


Also, languages, translations, and more. Nothing like reading KJV then rereading in something like The Message.

This is the one I've tried. It's a great app.

I should've been more clear, I'm looking for one I can note with my stylus on the page itself. Looks like I may be out of luck though :)

I don't know of any that can use a stylus, but I also use the YouVersion app and like it a lot.
 
Search for Olive Tree BibleReader on YouTube ... pretty amazing for personalized multiply highlights (including overlaps) , multiple underlines using different styles (color and size of pen), notes ... all can be tagged, placed into folders, and synced for backup.
