I have 27" iMac13,2 running macOS Big Sur 11.6.2, unsupported.

Characteristics occur with wired mouse or wireless Apple trackpad. Wired keyboard in use.

Desktop & Screen Saver > Hot Corners work as assigned.

In Finder, when I look at the contents of the local Desktop, there are many files and folders. However, those same files & folders aren't visible on the iMac Desktop.

If I try to drag & drop any file from the Finder to the Desktop, the file won’t stay. It flies back to its original location in the Finder.

When I click and drag the cursor using a mouse or trackpad, no shadow appears on the Desktop. Also, when I right-click the mouse or trackpad on the Desktop, the expected drop-down menu doesn't appear.

These problems aren't present in my 15" MacBookPro10,1 (early 2013) which also has unsupported Big Sur 11.6.2. When I clicked and dragged a file (OpenCore-Patcher) from Downloads to the Desktop, it stayed. When I clicked and dragged the same file back to the Downloads folder, it showed a window asking: - Are you sure you want to remove “OpenCore-Patcher” from iCloud Drive? This item will be moved to this Mac and will no longer be available in iCloud Drive on any of your devices. [Cancel] [Move] -
 
I suppose you should disable iCloud Drive first. Or even AppleID from your system.
Also, it can be chopped system files, you don't know any of them. Reasonable will be to make sure that system is downloaded from official sources (not from hackintosh and its related)
