Big Sur file size / upgrade

I'm on Catalina which is listed as 18 gig size. Big Sur is listed as needing 35 GIGs of space! When upgrading to Big Sur, does some of that 35 gig come from the 18 gigs of Catalina space? i.e. does it erase Catalina, or is that 18 gig not freed up? I have 'only' 256 gig SSD. - Thanks
