I was just looking at a screen capture I had taken prior to the 4.0.1 update and noticed that the bars are larger. I guess this is to compensate for a more "accurate" show of signal strength.

Did you even read the apple press release about the software update? Says it right there that they were making the bars taller.
 
Frequently discharging as low as 3% may hurt your long-term battery life. FYI
