So I downloaded BiteSMS and did not see anything in the Cydia store about buying it. When I opened it, it talked about licenses and that it is good for 2 weeks. Why did it not show as a something I need to purchase in Cydia store?

It is not mandatory to buy BiteSMS. The developers were nice enough to allow an ad supported version for those that want to use it for free.
Once the 2 weeks are up you can either buy a license (well worth it) or use it free with a very small ad on it.

Gotcha. So I guess I will just buy it outside of Cydia then since there is no way to buy it inside of Cydia

Correct, the Bitesms dev sells his product outside of the Cydia store and so do many others that dont want to give a cut away.
