Has anyone ever encountered this strange audio problem with the Music app?

This is what happens:

If I'm using a USB-powered headphone amp, like one by Fiio or Schiit Audio, and I turn the amp off, then turn it back on while it is connected to my M1 Max MacBook Pro and I go to play music in the Music app, the music will either be playing very sped-up or very slowed-down. Closing the Music app and re-opening it solves the problem.

I had this problem on Monterey too, so it's not a Ventura problem specifically, but it is a Music app problem. It doesn't happen with Spotify or YouTube or Roon.
 
Does it happen even when Apple Music output 44khz audio or only with higher sample resolutions? I'm guessing that's the culprit. Cannot replicate with my audio interface but it also cannot be turned off without unplugging it
 
It doesn't seem to matter. It happens no matter the bitrate. I can replicate the problem over and over: just did it now and this time the music was too slow (earlier it was too fast).

I'm thinking now maybe it only happens if the music is paused while I turn the amp off and on again?
