It's a moiré pattern. It's caused when two patterns overlap; in this case, the pixels of the display and the pixels generated by the camera are the two patterns.
 
The finer curving lines are moire, but I think the bigger darker bands are probably from the rolling shutter catching multiple screen refreshes on the monitor (that is, the monitor is flickering at probably 60Hz, and the bright bars are where it's fully on).
