I'm just wondering if there's way that can u take a pic without having the black borders on either side once the pic has been taken? Is there something in the settings that u can change to make the pic fill up the whole screen?

You can't (the native resolution is 4:3). Just resize the picture after you took it.
 
With procam you can take full 16:9 photos but it comes at a slight cost of picture quality, I believe. I would just resize your pictures with cropping, or leave them as they are.
