Black outline around highlighted folders.

I have OS 10.4.11 on my MacBook Pro. In the last couple of days anytime I highlight a folder on my desktop I get a black outline around the box. This also happens to any item highlighted in the folder and text boxes I type in. Some times the box will appear on the desk top all by itself. Has any one else experienced this and know how to fix?

Universal Access Voice Over may have been turned on by accident.. you may want to check that out, it's in system preferences.
