Black rectangles problem

Hi
I keep getting black rectangles around everything i click on in OS X 10.4.8

This isnt the zoom cursor function, the rectangles stay on the item i last clicked. Any help is much appreciated, if this is in the wrong place, please move it mods and if this question has been asked a thousand times before, i apologise, but i couldnt find any answers on google etc.

it has been. Go to system preferences, then to the Universal Access prefpane, and disable VoiceOver.
