I have a BlackBook and I can see images on the display, but zero backlighting.

Very rarely, it will shine very bright when it chimes, but as the apple logo appears or if you touch the display, it will cut back off immediately.

The owner claims that the inverter power cable has been replace. I replaced the inverter. Nothing has changed.

I'm thinking it's the video cable, but would the data cable really effect the backlight's function?

Finally, if the actual CCFL bulb was out, would it still function some of the time?

The ultimate question is, is it the data cable or the bulb?
 
That's not going to be the inverter cable. It'll either be the inverter or the screen itself, and if you've installed a known-good inverter (new doesn't mean KG), that leaves the screen/backlight.
 
The owner claimed the inverter cable was replaced. Whether the last person to service it actually did so or not, it isn't working. I've tested with another inverter cable and it worked just fine. Ordered the part already.
