Hey, so my sister has a blackbook and ever since she got it, it has been giving her kernel issues where it has to be restarted. I am wondering if there is any chance Snow Leopard will resolve this issue, or if whatever is causing it will contiune to bug the system after the OS upgrade?

Kernel issues are quite serious. They can range from software to hardware. I recommend posting more info on what you or your sister were doing before it kernel panic'd.
