does anyone know of a app that works like blacklist that you can set that only your contacts can ring your phone

You could turn on do not disturb mode but in the DND settings set the contacts that can pass thru DND mode.

Yes it will but only for the contacts you allow, like all your contacts or your favorite contacts.
