Well. Just had a mind blowing conversation with an Apple tech guy through their chat. They were clueless on how to proceed and I just gave up hoping id find a better solution here. I've deleted and downloaded recent apps. Any ideas on how to fix this?

Have you tried a hard reset, by holding the top and home button? That does the trick for me.
 
Here's what I did using itunes. Once synced, hit the apps tab on the same page. Scroll down to see images of your apps and the one that's giving you trouble will show up with name. Delete it and download the same one. That's it.
