I posted on this issue two years ago in the Mojave subform. I'm now on Big Sur and still seeing this every few days or so:

Looking in the system.log gives no hints nor does clicking on the question mark.

I notice no real consequences whether I click "Deny" or "Allow".

As noted, "mgn" is the SSID of the WiFi to which my iMac is continuously connected.

Anyone have a clue as to what process my be asking for this?
 
Stupid question, have you selected the always allow option?
As far as I recall, I never have. I figure that would sort of surrender to the problem without solving it. If the dialog never shows up again I have no chance of figuring out just what process was asking for it.

Next time I see it I'll run top in a terminal session and see if any suspects arise.
 
If your wifi is MGN it sounds like the system is trying to access the wifi key stored in keychain.

Why would the system need it if it is already connected to the WiFi? And, why does clicking "Deny" have no effect on the WiFi connection?

I think it's some other process, but, I've no idea how to figure out what process it is.
