Blinking red light on supplying power

I noticed just now that when I turn on the power socket where my Mac Pro is plugged in, a red light located behind the cheese grater blinks once. Is this normal or is this a sign of something unusual?

I haven't even turned on the Mac Pro yet so I was wondering if this was normal or a warning of some sort
