Block unwanted calls with full VM

Hello,

Had heard someone mention about an app that blocks unwanted number by redirecting calls to a VM where they CANNOT leave a message. The outgoing message states that the VM is full.

Tried googling but was not able to find anything that resembles this and was wondering if perhaps I was searching with an incorrect term or something.

Does anyone know of an app that does something like the above?

You should be able to do that with voicemail providers like YouMail or Google Voice.
