Near me somebody use an ISP that let you share ( and pay ) for internet connection.
I don't always live my wifi on, and if I turn on my wifi on my Mac before switching on my router it automatically connects to that network, and open a pop up window asking if I want to use the network.

It also could cause a security issue since it seems to share some connection data with my Mac

How can I disable auto connect to unknown network?
 
Uncheck this box and it will not join unknown networks.

Click on the "Advanced" button.
Make sure that your unknown network is NOT listed in the list of "Preferred Networks", and that your own preferred network is listed at the top of the list. Move it to the top, if it is not there now.
 
I probably clicked on that network from my old macbook and was listed in "Preferred Networks"
Did not know that wifi network are sync via iCloud
