Blocked number still rings!

I cancelled NYT delivery a while back, but they still kept calling! So, I blocked their number, but starting this past week, the calls come thru (rings) while that same number is blocked (I verified)

Anyone else with this issue ? Any resolution ?

I'm on iOS 10.2 (14C5077b)
Carrier: TMO
Device: 7+

Assumption: It's a bug - running beta (10.2)

Any pointers, suggestions...etc ?

Maybe try going to back to 10.1.1 and see if they still come through?

Also maybe report the bug to apple.
