Assuming you mean an iWeb Blog with MobileMe, I was interested in that in the past, but never found any way to do that. I'm guessing an app like that might have to come from Apple(?).

I'm pretty positive you cannot.
It'd make a great feature on the next iPhone though, iLife for iPhone.
