any idea what is happening here? I restart and it goes away.

I've actually had this happen on two different machines. Weird. Only in Chrome.

Your thread title says "Chrome and Safari"
So, Safari is, or is not doing the same thing?
Have you updated to the current 10.15.7?
Do you get any reporting codes when you run the built-in diagnostics?
 
duh. thanks, im not sure why i wrote that. I'll fix.. thanks. let me run the diagnostics
 
Known issue related to hardware acceleration support in chrome. There is a lot of back and forth between AMD / Apple / Google on who owns this one.

You can disable it in the preference for Chrome but not electron-based stuff (like Teams.) It's related to the 16 throttling due to heat.
