iPad Bluetooth connection problems

I just bought a JBL charge Bluetooth speaker. It instantly connected to my iPhone 5. I tried to connect it with my iPad 4 and it won't. Just keeps searching. The iPad is wifi only, if it matters. I tried searching on the forums for the answer, but is couldn't find a solution. Any help would be appreciated.

Does it have multi link capabilities ? In other words will it pair with more then one device at the same time ? If not then its not going to work if its already paired with the iPhone.
