Bluetooth help

I have a first gen iPhone (3.1.3) and an iPhone 4. I want to play Flight Control across both of them.

Bluetooth is on. They both keep searching for devices and they both say "Now Discoverable" but they never seem to see each other. Is bluetooth working, even? How can I find out if it's one phone or the other or both?
