I'm officially miffed.
I'm trying to pair a fully functional bluetooth device (a mouse) to my girlfriend's 2014 Air 13" running Mavericks.
Trouble is, the mouse doesn't have a passcode/key/pin built in, so on my PC, I just un-ticked the "use the following pin..." box, and bip-bop-bob's your uncle, it's paired and we're off to the races. It's possible, that instead of a tick-box, win7 simply didn't bother to prompt for a PIN, as it tried without one first... it's been a little while.
On her Air, there is no option to not use a passcode I try to pair the mouse (click its happy discoverable icon in the Bluetooth panel in System Preferences) and it gives me an error, without asking for a PIN. That's OK, because you're then offered the chance to RE-connect and specify a pin, but nothing is available to prevent the PIN. I've tried blank, spaces, zero's, everything I can think of.
I've tried some googling, and most people say that installing IntelliPoint and using their dongle is the way to go. Which is bull. It's a bluetooth mouse, which I've paired with about 4 other bluetooth 2.0 laptops over the years. I cannot imagine a reason to not have this option available, I just can't seem to find it.
