When i try to connect my iphone to my macbook pro via bluetooth i get this error

the bluetooth network is unavailable

There was a problem connecting to your device. make sure the device is on, in range, paired correctly, and services such as bluetooth tethering are set up properly.

what does it mean when it says paired correctly?

and is bluetooth tethering just having bluetooth turned on on the iphone?

You have to pair your computer. On your mac go to the blue tooth menu, turn it on , and then go to set up blue tooth device. Proceed with that process.
