I have an iPhone 12 mini running iOS 15.2. I have no use for bluetooth as I don't consume media on this phone and have thus turned the setting for it off via Settings > Bluetooth > toggle off (NOT from the control centre).

Recently, I've noticed that bluetooth automatically turns itself on every time I restart my phone. I'm not sure if there's any correlation to this but when I forgot to turn bluetooth back off, I noticed a marked decrease in my battery life. Is this working as intended? Am I missing a way to not have bluetooth turn itself back on when I restart my phone?

I’m sure that’s how it’s supposed to work. Know that most people never start their phones. Why are you doing that?

Honestly, I got into the habit of turning it off because I'm an insomniac and found that even do not disturb mode was not enough to stop me from constantly picking my phone up and fiddling with it. It's not ideal but at least now when I turn it off at a preset time, it's my cue that that's that for the night. Sounds silly, but it works for me.

If it works for you it’s not silly. You will just have to know that all of the radios will be in after restarting.

Leaving Bluetooth on continuously doesn’t use significant power - that’s why Apple wants you to always keep it on.
Many of their gadgets and services require Bluetooth to work - so they turn it back on even if you turn it off.
