Looks like 'ask nicely and you get it' still works.

I was getting iphone 4 (launch day purchase) unlocked, after that transaction, took a chance and asked if I can get iphone 4s unlocked (another line on family account) unlocked too - well she did it!!!!

Did the backup/restore routine and itunes showed 'congratulations.....' message

Congrats. Yeah there's really no science to it, it really just depends on who you get and how they're feeling. The policy is fairly open to interpretation it seems and thus, the representative you get will determine whether or not you get an unlock. And this goes for everyone. People with brand new 4s sometimes get it while those with 4 year old 3G iPhones that were bought outright and with receipt will sometimes not.

My AT&T store is terrible. The staff members are snobby and rude.
