I had a stuck iCloud tab on my iPhone so I toggled off Safari in iCloud settings and choose delete off iPhone which is how I've found you clear out these stuck tabs. I then restarted and turned Safari back on in iCloud settings.

At that point my bookmarks and reading list would not sync to my iPhone. The Safari settings synced as did open iCloud tabs, but not the bookmark and settings. I added a new bookmark to my iPhone which did not show up on either of my 2 Macs or my iPad. I then deleted a bookmark off my Mac and suddenly all my bookmarks and reading lists showed up on my iPhone and the bookmark I added on my iPhone showed up on my other devices.

I then deleted that bookmark from my iPhone and it was removed from my 2 Macs, but not my iPad. I then deleted a bookmark on my iPad and that didn't sync anywhere. I restarted my iPad, but it still didn't sync. I then deleted the same bookmark that was already deleted from my iPad from my Mac and then suddenly almost everything synced except one deleted bookmark was still showed up on my iPhone so I just deleted it from there.

Overall bookmark syncing in iOS 26.1 seems very flakey.
 
My iCloud tabs have been out of sync for years. Perhaps not years, just Tahoe being buggy since its release makes me think it's years. Toggle iCloud - Safari sync partially fixed it, partially.
