Bookmark order not syncing between iPhone, Mac and iPad?

I have rearranged my bookmarks on my iPhone. However the reorder is not reflecting on my Macbook or iPad.

IPhone 15 Pro - iOS 18.6
iPad Pro - iOS 17.7.9 - can’t upgrade
MacBook Pro - Big Sur 11.7.1.0 - can’t upgrade.

As you can see my iPad and MacBook are too old to upgrade. So wondering if this could be the issue?
