Unbelievable... I reported this years ago and it was fixed for 2 releases and now its been re-introduced with High Sierra.
1.) MacOS is in sleep
2.) Add bookmark on iOS device
3.) Verify that bookmark has synced to cloud by looking at other iOS devices (if u have another)
3.) Wake MacOS up
4.) Bookmark doesn't appear.
now try this
1.) MacOS is awake
2.) Add bookmark on iOS device
3.) Check bookmarks in safari on MacOS
4.) First bookmark that didn't appear has appeared, 2nd bookmark that u added has already appeared
5.) Sync successful
In short, waking up macOS triggers iCloud sync except for bookmarks....
I tried reporting this in bug reporter but that as well is crashing...
edit: I've discovered just going into system preferences, iCloud, forces a complete sync and bookmarks appear.
