General Bookmark syncing iPhone to iPad.

I have a iPhone and iPad running iOS 8, but the bookmarks are not the same on each device. Shouldn't they be? I am using iCloud for safari.

They should be, if there not toggle the off in the iCloud settings and select delete from the pop up. Reboot the device then toggle on again.
