Boot Camp, display F keys default without having to hit Fn?

Is there a way to reverse the role of the touch bar in Windows? I need to display the F keys without having to hold Fn every time. Currently, the system brightness/volume etc appear by default until the fn key is hit.

I can't seem to find an option to change this even though it should be dead simple?
