Can someone tell me please, is there any difference between bootable USB flash and USB flash for installing OS? I have Monterey on my Mac, but sometimes I need Mojave, how can I make USB flash with Mojave including all needed programs and just boot from it (without installing) when I need?
 
I would suggest you use an external SSD for this purpose.
A small 125GB or 250GB is very inexpensive.

However, what Mac do you have?
Modern M1 Macs cannot run Mojave.

Thanx a lot, i know about this, i have 2015 air, but i am asking a little another things…

A USB Flash (with a bootable OS installed) and a USB Flash for installing OS (also called a “Bootable Installer”) are different.
The former will allow you to boot into an OS of choice, the latter will allow you to install an OS onto your main Mac HD or SSD.

However… running an OS from a USB Flash drive will give you a very poor experience, hence my suggestion above.

So I can’t find any information about how to make bootable (not installing) external flash…

The only time I have done it, I just cloned my main disk to an external disk.
This obviously does not apply to you.

I don't believe that Monterey will INSTALL onto a flashdrive.
By this I DO NOT mean a "bootable flash drive installer".
I DO mean an OS installation that is "bootable to the finder".

There was a time when you could install a "working copy" of the OS onto a flashdrive or SD card.
But not any more.

Wando64 is absolutely right in reply 2.
If you want "a second boot source", what you need to do is:
a. Get a cheap 128gb or 256gb 2.5" SATA SSD (you can get 128gb SSD's for $20).
b. Get an enclosure for it, like this:
c. Install the OS onto that.

This will be a MUCH BETTER solution.

Yes I know, thanx, i wanted to install mojave on usb flash, not Monterey, but usb has no cash and it will be very slow so will not work properly…
