There are bootable SATA cards, there’s a thread on here somewhere (mind my laziness, I’m on mobile and I’d have to search) based on the SIL3112 and 3114 chipset, but I’m fairly certain those are SATA I and don’t have any RAID support.

Other than that I have not seen a card that fits your description. Hopefully someone else can bring better news.

I actually had one of these with plans to complement the SeriTek/1V4 card already running four internal drives inside my G5, but as a very generous engineer at FirmTek and I eventually discovered, through a volley of many emails, the two cards could not co-exist because each depended on their own version of SeriTek firmware, thereby hanging either one or the other card, as revealed by verbose boot.

Because the 1V4 in my G5 is where my boot drive lives, I had to give up on the 2SE4 RAID project and I sold it last year on ebay.
