Bootcamp 8.1 Drivers

I recently set up a new Mac Mini with a Windows 8.1 bootcamp partition, and the system as well as the internet connection on that partition run slower than the how things run on my windows 8.1 bootcamp partition on my older iMac?

What gives?

Is it a driver issue? I installed the drivers that were instructed by bootcamp.

Any help would be greatly appreciated, so that I can get my HTPC in tip-top shape.
