Can both be setup? If so, what are the steps?

I'd like to be able to boot in either Windows or Mac OS as configured with a Bootcamp install.

If I boot in the Mac OS, I'd like to run in the Parallels Coherence mode.

If you install Windows via Boot Camp, you can use Parallels to access it. However if you make a Windows virtual machine in Parallels, you cannot load it up in Boot Camp. So install it via boot camp and you should be set :)
 
After you first create the Windows OS via bootcamp and you then use it for your Parallels VM, you will need to re-activate Windows in Parallels. Not a big deal but depending on how many times you done the install, you may get stuck doing the telephone activation.

It is much more convenient to use Windows for a short bit via Parallels, but it is a bit slower (nothing I find objectionable for most programs).
