Mac Pro 3,1
I realized my 8800gt recently had 128k bios so I flashed it ASAP so I could finally have some sort of boot screen as I've had troubles in the past setting up bootcamp without.
I managed to get Windows 10 installed and running decent using the 8800GT along side a 960GTX. Once installed, I installed the latest NVidia drivers for the 960 and Windows kicks the 8800GT over to basic mode which is fine.
I then picked up a GTX 1660 Ti, seemed like it had a few issues (couldn't change clocks, see fan speed, etc) so it went back for a RTX2060.
Now, I was hoping to put the 960 back in with the 2060 to use for extra stuff (offloading nvenc to second gpu while recording gaming, multiple gpu accel for apps like sw, etc)
For some reason, if I take the 8800GT out, it will not boot. It's as though it won't go into the boot manager, which I've never been able to get it to do without a native card (I've tried a million times holding option and trying to pick an OS but it never goes anywhere)
I've had it setup before where it would just boot into whatever the last OS was set to on NVRAM, so I don't understand the issue here. I've even removed all my Mac drives and just left my Windows SSD and it doesn't help.
I can't really have all 3 cards (power for one, for two space, for three convenience which goes back to space, I run a small RAID card in the last x4 slot for Windows storage drives) and I even removed the raid card, put my windows storage drives in the bays, powered two of the 3 cards off an external PSU but still couldn't get it to work proper with all 3 cards anyway. Not that I'd wanna run like that.
So why can't I just boot into Windows10 for some reason? MacOS is not set as the default OS as it still boots to Windows when all OS X drives are installed, I have to manually go to the boot menu and pick OS X.
I never had an issue before booting OS X without a flashed card for ages. I haven't actually tried setting OS X back as the default and seeing if that boots still w/out the flashed card but I don't see why it wouldn't.
I tried resetting PRAM of course and it didn't help, obviously, as if there was an entry telling it to boot Windows it's now gone.
What to do? I'd really like to jam the 960 back in, have my raid card in and be able to switch between OS's via some bootcamp / nvram editing software or something and only put the 8800gt in when I absolutely need bootscreens for something.

Only been booting via BIOS/CSM thusfar.
