Bootcamp: Windows SSD Speed still throttled?

I have 2012 Mac Mini and Macbook Pro.
Samsung 850 SSD in each.

On Mac OS, I get the 520Mb/Sec transfer rates.
On Windows 7 64 bit, it caps off at about 260Mb/sec.

Has this issue been resolved yet on new Macs?
I want to make sure the new Mac I'm planning to buy is going to give the full SSD bandwidth on both platforms.
