Booting from a WinXP drive cloned under OS X

I used Disk Utility to create an image of the (FAT32-formatted) drive from an old PC laptop, then used the Restore function to copy the files to a new drive. The problem is that the new drive won't actually boot, it just goes to a black screen with a blinking cursor. What do I need to do to make the thing actually load the operating system?
