Did something change on the ability for OSX to boot from an external drive by pressing the option key on boot up?

1) External drive(s) is/are formatted with GUID and connected by thunderbolt and or USB3.0
2) Drive is seen at boot up, and when selected the drive attempts to boot and the apple symbol changes to a circle with a line through it (not allowed symbol).

Anyone seen this? I have my homeserver using CCC to clone the boot drive daily to an external drive (just incase), and with the old Mac Pro I could boot off of the external clone, I can not with the new Mac Mini 2012, and I have observed this on the Retna Mac Book Pro?
