So I am getting a new external drive today. (Firewire 800 is what interface I will be using)

1. Is it possible to boot to Windows with Bootcamp on my external?

2. You can boot to OS X on an external right?

3. When I first plug in the drive how do I format it under OS X?

1) No. Windows only supports booting from USB drives. BootCamp only supports the local partition.
2) Yes.
3) /Applications/Utilities/Disk Utility.app

Perhaps. Why don't you search Google yourself? The Apple BIOS emulation layer in the EFI firmware that Bootcamp uses does not officially support booting from any external drives at all. As Windows does not support EFI, only BIOS it cannot be booted from an external drive.
