Bottom Bar (Dock ?) Re What Cannot Be Placed In It ?

Re the bar on the bottom of my mac screen:
I think, but am not sure, that it is called the "Toolbar" ? Or is it the "Dock" ?

Have several different types of items in it now.
Mainly Alias's to folders on my desktop.

Trying to place in it an Alias to an Excel item in a desktop Folder.

Won't let me.

So, my question is: what are the
"rules," and limitations for what can, and cannot, be placed in this bottom bar ?
