Bottom Toolbar in Safari?

Hello,

My main dislike about Safari is that it lacks the bottom toolbar that displays URLs and the like. However, I've noticed that sometimes windows will open with the bar there. Is there a way to enable it by default? I've searched through the Preferences menus, and found nothing.

View, Show Status Bar

It is enabled by default.
