Nope. Must return to where you bought it. If the phone is open, you'll pay a restocking fee (I think $35).
If Verizon doesn't have the white one, you can return the black and then go to Apple to get the white, but you "might" need to wait a few days until Verizon resets your upgrade eligibility. The guys at the Verizon store can tell you more precisely.
