Ok so i wanted to be a brother for once and i decided to buy my sister an iphone 4 for her birthday. I bought it off craigslist and when she tried to use it she said she couldnt because it was reported lost or stolen. Now the craigslist guy isnt answering any phone calls and there is no way i can find him. So now im stuck with this useless phone and i am out of a lot of money. Anddd no birthday present for my sister. Is there anything i can do? Is it possible to change the MEID number?

can't be done or at least highly against the rules contact verizon ask for help see what happens it's either been reported stolen, non payment and shut off. I say you have no choice but talk to Verizion be prepared to learn a hard lesson. FYI next time your buying a phone of craigs the carrier store is a great place to meet. if they are not willing to meet you there find another seller.
