bouncing icon notification inconsistent

my dock is set to hidden.

when i receive a new message in skype, the skype icon would sometimes bounce into view, but at other times, it just wouldn't. it's only when i move the cursor to reveal the dock that i'd see the icon bouncing.

any idea what could be causing this behaviour?
