Every time I open Safari on my Ipad I get these annoying boxes at the bottom of the start page. (see attached image) I can’t find a fix to remove them. Would appreciate some advice. Thanks.

They are separate safari windows. On your start screen, press and hold the safari icon. Then select show open windows.
you can then swipe up on the windows you want to close
 
What if you don’t want to close them? I keep windows separate by their usage and don’t want them popping up every time I use safari especially because I sometimes need to hand off the iPad to someone else to look at

I had this "bug" for a few weeks after downloading latest iPadOS.(15.7)
The bug disappeared a while ago.
Your query reminded me of the "feature".
It was one of several features that would appear on my devices, then scuttle off after a few weeks.
I am not a registered beta tester, but these spurient "bugs" had me suspecting that my profile may be useful to the fruit farm.

Well they’ve lost me I’m moving to a new browser.
I wish I could lose the ugly 3 dots disrupting my usage with every app
