Hi,

No jailbreak on 7 yet so for now, is there any way I can update my iPad 2 which is currently on 6.0 to 6.1.3 without going straight to 7 in iTunes ?, is there a way to trick into into using the iOS 6.1.3 IPSW file ?.

Nope, there is no way.
 
Really ?, I managed to download the IPSW restore file off the net (794MB), thought there might have been some sort of hack to get iTunes to use an older file :(
 
Yes, there is. Download the ISPW file from a non-trojan site, then shift+restore (or on a mac Option+restore) then open the 6.1.3 software file and iTunes will restore it. Once to iOS7, though, there is no way to downgrade.

And how would it get installed with Apple no longer signing 6.1.3?
