Any ideas here?

Purchased an iPad 3 last night and had 83% when opened out of the box. I used it until the battery was fully drained and then popped it on the wall charger for 12+hours. Only made it up to 87%....anyone ever see this before??
 
Have you rebooted the iPad and tried again? Do that first. If it still won't charge all the way take it to an Apple store and exchange it.

My two cents.
 
Try to calibrate the battery i.e. et it drain out completely until it dies. Then charge it fully.
Turning up the brightness to max and setting it to never go to sleep will help dream it quicker.
If that fails take it to apple.
 
This battery is rather interesting compared to previous iPads.

First, it takes forever to charge. I read about this previously, so I was prepared for it.

However, it uses so much power that when in use, connected to a power supply, it will not charge. In other words, I find myself using more power than the iPad can spare to charge itself.

Anyone else seeing this?

yes, its normal. charge speed and discharge speed are about desame.

Looks like you are correct. Put it on the charger at 2:30pm at 80% and at 4:21pm now it's at 89% so I guess this thing just takes an insanely long time to charge. Glad to know that there isn't a hardware issue. :)

Make sure you use the charger that came with the new iPad , I used my iPhone charger and got the same results you did
 
Keep in mind that it's probably not going to charge via USB port either. Mine was at 89% or so when I got it. It didn't charge at all while plugged into my PC, but it charged fine last night when plugged into AC outlet, even while I was using it. I didn't pay attention to how fast or slow it charged compared to my iPad 1, however.

This quite normal. You iPad 3 consumes as much as the output of your charger and you will make little progress while charging and using your device at the same time.
