I just bought a brand new 32gb ipad at Target. When I went to activate it, it states that I need to hook it up to my pc (itunes). Does this mean that this is an old ipad, as this is no longer required? Or is this still common since ios 5 is only a month old?
 
Your iPad is running iOS 4. iOS 5 is the software that doesn't require connecting to iTunes, so you should update to that.

I realize this, but all new ipads are supposed to have ios5 already on them. It is a selling point on mentioned on apple.com.

It must have been on their shelf for awhile.

Apple is usually the only retailer that maintains the latest OS on all of their products.

No it doesn't matter at all. The hardware is exactly the same. Just update to iOS 5 when you first connect it.
